Fowler Property Management I live in a place managed by Fowler and I've been trying to get a broken window fixed and get paid for the power I wasted heating my apartment

I live in a place managed by Fowler and I've been trying to get a broken window fixed and get paid for the power I wasted heating my apartment with a busted window in the winter. I've also asked them to send an exterminator to deal with the cockroaches crawling out of the walls, but they haven't responded to that either.
