Recruitment Process Outsourcing

I want to complain that the recruiters at Phaidon International lie over the phone and then do the opposite. Do example. they say they are going to send you a C++ test so that they can show that you qualify for financial programming jobs then they don't send the test to you. Selby Jennings their associates or Partner RPO company also lies in a similar way. For Instance they will lie over the phone telling you that they are going to send you an online application to fill out, then the online application doesn't show up. And when you call them they never return your call. Personally, I think its strange they call you up out of the blue just to lie to you. Why even call a person at all if your only intent is to lie?
